When leaving a lazy lawyer; what steps need to be taken to obtain my file from him so that I can represent myself in traffic court and to collect the money owed for services not rendered?

The first step is to contact your attorney and advise him that you want to pick up your file.

As for recovering the amount that you paid him for services that he failed to provide, you could either contact another attorney nor contact the Florida Bar regarding their "CAP" program that assists consumers in dealing with fee disputes with an attorney.
