Proxy Vote of Shareholders in Mobile Home Park

IIs it legal for Board of Directors to send Proxy Ballot which states: ''I hereby appoint (name) to appear, represent, and cast a vote AS INSTRUCTED'' but pROXY DOES NOT ALLOW PLACE TO INDIVATE HOW i WISH TO vote??

Assuming that proxy voting is allowed under the bylaws, you can add the instruction if you wish. If not, then the person who gets the proxy gets to vote how he or she wishes.
