Do the parties have to pay for mediation in small claims court?

yes, almost always -- although there are sliding payment scales most of the time, depending on your ability to pay.

In the counties where I practice, the mediations that happen on the spot at the pre-trial conference are paid for by the court not the parties. However, the parties can always stipulate to use a private mediator at any time during the case and pay for the service. Check with your specific court clerk and/or mediation coordinator.
