US Army discharge

Can a US Army soldier who served for two years, one of them in Afghanistan, who had a general discharge due to two incidents of DUI , be entitled to a review and have his discharge upgraded?,

The US Army Soldier, with or without an attorney, can submit a legal brief to the Army Discharge Review Board requesting that the US Army Soldier's discharge be ugraded.
