civilians legislate military action?

Does Code of Military Justice permit civilian legislature to mandate a military ex officio presence at local county meetings?

If so, can active military person during duty hours represent military as a member at civilian planning and zoning meeting on land use, which is uniquely a local civilian matter?

The UCMJ doesn't. However, there are various federal and military regulations on conflicts of interest and political activity that may affect this situation.
