I got an OTH 2004 for deserting the navy,can i turn it into honorable?

Fours years later this becomes important? You have not set forth enough facts to explain the desertion. Nothing seems to make it excusable.
I would recommend you talk to a former JAG officer, Base Legal type or an attorney around a Naval facility, such as, Pensacola or Jacksonville.
