Stopping hazing
Can someone be charged and sentenced with ''Not stopping a hazing sooner''? Others were hazing. This person was present but not involved in hazing

Yes, it might be possible to charge someone with dereliction of duty. It would depend on the persons rank, any chain of command responsibilities, etc., in looking at the severity.
