Auto Accident from a stop sign being blocked

I ran a stop sign that was not visible due to a tree, bush and moss hanging in front of the sign. It was foggy on the morning of the accident and there are no rumble stripes on the road to make you aware that a stop sign is ahead. Upon running the stop sign I hit an enbankment and landed in a ladies yard. I broke my back in the process. Can I file a claim against the county? Since it is a county road and they are responsible for makng sure that there is adaquate visible signage and warnings(rumble stripes)The accident occured 3 months ago.

Get a picture of that intersection right away. There are speial statutes and limitations that govern suits against a governmental entity.
