Car accident with no insurance coverage

I was in a rear end car accident on March 12, 1999, todays date is April 9, 1999. The girl who rear ended me is at fault and was driving her in-laws car while they were out of town. She was signed off on the insurance not to be a driver of the car at all. Her insurance company has been investagating this claim since two days following the accident and they will not give me any information over the telephone, and everytime that I leave a message for the adjuster to call me back, i get no response. I am out of work until the 12th of April and have been out since the date of my accident. I want some answers, and no one will give them to me. At the seen of the accident the girl never even called the police with the cell phone that she was talking on. I need to know if i can make a case of this or not???????????
