car rental insurance accident

My brother lives in Florida, does not own a car and thus has no insurance of his own. His live in girlfriend does have insurance, but I don't believe he's on it. He rented a car from Hertz and paid for the rental insurance. Hewas in a fender bender (hit someone who was stopped at a light) the driver is not the owner. Hertz says they are not liable. He has not assets and little income. He's completely stressed. Hertz has forwarded info from the driver and demanding he ''handle it''

sounds like he did not buy insurance, but bought collision damage waiver (that protected him from damage to the Hertz car). Hertz has some responsibility because they own the car, but he is ultimately responsible because he was the negligent driver. He will need an attorney or should try to settle with the other driver.
