If a sub contractor employee gets hurt on the job can they sue the home owners in south Florida?

Not unless the owner failed to get proper permits for the work or is the general contractor.

If he was hurt due to the owner's negligence, he can.

You can be responsible only if you were negligent. If you had a duty that you failed to live up to which caused the injury. You could potentially be responsible for worker's compensation benefits, but only as Mr. Marino states.
