Legal Question in Personal Injury in Florida

My daughter was involved in a hit and run accident in Palm Beach County Florida. She was using my wife's vehicle. My wife in a new jersey resident. The vehicle is insured. Does the person my daughter hit have any legal right to to sue my wife. My daughter is 23 years old
