Legal Question in Personal Injury in Florida

death

my husband was ran down while riding his bicycle & killed. I collected insurance off my policy because he had none. He was driving a vehicle loaned to him that had no insurance. Is there anything further that can be done? The person that loaned him the car did not even get a ticket. He was just released from prison and is now back there again. I heard the state pays them when they get out of prison and also I heard you can sue the state for allowing him on the road is this true?
