Discovery into health records

Is my attorney able to request the guy�s medical records who hit me in a car accident? I have reason to believe he was on steroids and maybe other drugs when he hit me. He's a professional baseball player and he's named constantly as being a big roids user all over the internet. I also didn't know he was a baseball player for 2 years. I have had to under go 3 surgeries and I have another in a few days. This lawsuit has gone on for 4 years now and I would just like to get some new advice, since I feel my attorney doesn�t give me much to go on.
