Legal Question in Personal Injury in Florida

I was involved in an accident in Feb of this year in Plant City, FL. I was driving down a road about 1 mile from my home about 1230a and hit 2 goats head on in the middle of the road. The one goat died instantly the larger of the two hung on until animal control could come out and put him to sleep. The police did come to the scene and a report was made they attempted to speak to the owner but he was not home so they gave me the address and pointed out the home. The following day I went to the house were the goats had escaped from I felt awful for killing them. At that time I was informed by a neighbor that the caregiver of the goats has been asked on several occasions, to keep his goats in the fence and that he had almost killed them himself a few times. I did find the owner of the property and the goats did reside in Georgia and I was given a phone number. I spoke to the man he told me to get an estimated of the damage and let him know and he would just cut me a check. I did this the damage was quite extensive, I also took pictures on my cell phone and emailed them to him along with a $2400 estimate. I have since then called him several times, left several messages, have received no return call. My question to you: Is there a statue of limitations on either reporting the accident, I guess to my insurance company? Or do I need to file some kind of civil suite. It is now May close to 3mths after the actual accident. Am i just out of Luck? Thank You for any help or guidance you can give. Lynn
