If the judge made someone pay me $11,000 in installments of $300 monthly and I haven't received a payment for 3 years, what can I do to claim my money?

A writ of garnishment is likely your answer.
Additionally, you should be aware that the amount owed is likely increasing with the passage of time, as most judgments are entered with an interest rate set by statute. Make sure also to record your judgment, because this extends the statute of limitations to 20 years.
