I rear ended a rental car a tourist was driving, at the time i did not have car inssurance, however i purchase inssurace the very next day. should i file a claim with that company? what is the likely scenario?

You should not report the accident to them. They will not pay it. You are responsible individually for the damages you caused. Any claim against the insurance you bought the next day will be denied.
