My sister was visiting and took my dog out to potty. He went by our mailbox and the road in our culdesac. A neighbors dog came running up(was not on a leash) and was barking at and harassing my dog. The same neighbors little girl about 3 or 4 came running up and kind of got in between them. The neighbor came and picked up his dog then our dog lunged at the neighbors dog because he felt threatened and came down on the little girl and caused injury. He said my dog bit his kid I have an olde English bulldog but there was only two small puncture type wounds. It looked like he landed on her not bit

I'm not sure what the question is here but taking a stab at it: you are liable for the actions of your dog in Florida. It is strict liability meaning if it happened there is basically no defense. Your homeowners insurance will defend you if needed.
There seems to be culpable conduct on all sides.
Don't be so sure about the homeowner's defense. Check the policy many are now written excluding dog attacks from coverage. You are responsible for the dog's actions, no matter what the dog's intent was. The other dog owner may also be responsible comparatively.
