What is the statue of limitation for personal injury?

I was in a car accident in June of 1999 I settled out of court because I didn't have transportation to go to therapy. I've been going back and forward to the doctor ever since about my neck. I recently had an x-ray done and it has shown that the disk in my neck is very thin and they want to do surgery. Since my injury is from the accident could i get my case reopened or has the statue of limitations run up?
