What are a stepparents financial responsibilty for a stepchild. For example ( My out of control child gets into a some sort of a accident. Where the other party wants to sue. Me the the biological parent has no income, however my spouse has good income. Can he be responsible for her debt due to our marriage?

I assume you are talking about a auto accident. In that case, only the owner of the vehicle and your stepchild would be responible.
