Can I sue someone who hit my husband in a car accident for medical costs?

Yes you can do that and based on the circumstances you can recover not only the current medical bills but also future bills and possible affections.

Depending on the particular circumstances, your husband may have a direct claim for medical expenses, lost wages, and pain and suffering. As the lawful spouse, you could have a derivative claim for loss of consortium (loss of affections/interference in spousal relationship).
If there were permanent injuries you can sue for the damages. If no permanent injuries, there is no liability for damages other than perhaps the medical expenses. Very difficult to pursue a case such as that since you have to establish negligence and you cannot just sue in small claims court easily. Seek some legal advice.
