can i be sued after someone accepted money at the scene of an accident with no police report?

Yes you can be sued. You may have defenses, but without paperwork to support your defenses it becomes a factual determination. It was not a good idea on how to handle the matter if you believed there was a justifiable claim. A release should have been obtained.
