Is the 2nd mortgage company aloud to file for foreclosure without the 1st mortgage having any knowledge of what is going on

Yes. The 2nd mortgage company does not have superiority over the 1st mortgage, and the foreclosure will be subject to the 1st mortgage remaining in place.
