Abandoned House
I live next to an abandoned house and rats our coming onto my property from the house also the house is falling over is there some way I can get the city involved in letting the owners know of this or is there some kind of penalty ?

You have the right to enjoy your property without having vermin entering it from the abandoned home. You can likely bring a civil lawsuit against the property owner. The suit would be based on the "nuisance" doctrine.
Do you know who the owner is?
Have you documented the problem? Have you made complaints to the health department? If you have not, then start making complaints. Send follow-up letters to the health department (serves to document problem).

Contact your local Board of Health and Zoning or Code Enforcement offics. Either should have the power contact the property owner to cure the problem.
