My old apartment complex sent the close out bill to the wrong address so I didn't receive it by certified mail within 30 days. Am I still responsible for paying.

Not sure what the close out bill is? Lien against security? BIlling for damages in excess of security? Contractual obligations? Did you provide them the new address? Did they just send it out wrong by mistake? You need to clarify. In all likelihood, you owe monies due under contract no matter where it was sent, although they may have lost lien rights against security deposit.
