Assessment Responsibility

90 days after buying our house, we got a certified letter stating that we owed over 3900 dollars for county sewer hook up(we were aware at time of sale that we were currently on a septic system).

Should this information have been disclosed to us? Who was responsible for this disclosure(if anyone) Title Company, Real Estate Agency, Listing Agency, Seller?

Is there any recourse for us - the buyers?

If notice of the assessment was levied prior to the closing there may be responsibility. If there was no prior notice I see no responsibility.
