If the bank can't show me the mortgage note for my property can I file a "quiet title action" to establish myself as the owner of the property?

You already have title and own the property. The bank only owns it after they win a foreclosure lawsuit against you. If you go into foreclosure, hire an attorney to help you fight the banks. Good luck!
