F.S. 720.303 Association powers and duties; meetings of board.

Is a HOA controlled Board by the home builder, exempt under F.S. 720.303 to not have announced Board meetings and Special meetings in dealing with HOA business? Thus keeping in the homeowners in the dark by having behind closed doors Board Meetings.
