Legal Question in Real Estate Law in Florida

I bought a house in 1999 and hired a lawyer and a title insurance company for the closing,now come to find out there where quite a few open building permits that were not closed out before i bought the house.Who is responsable for this the laywer title company,or contractors that took out the permits,because now the city sent me a letter saying they will fine and or put a lein on my house till these issues are resolved thanks

Read your title policy as to whether they will still cover a claim after 10 years.
