Possible Breach of Contract?

On my Rental Agreement it states that the Owner is to pay for garbage, water and pest control. However, we have not had pest control service in over a year, at least. Does this mean the Owner is in Breach of the Contract or Rental Agreement? Can I break my lease and move to a better place (cleaner and safer) based on this breach. After all, it is on the agreement, and the Owner is not living up to the agreement. Thanking you in advance, I remain,

Write a proper notice letter to your Landlord or have an attorney write the letter pursuant to Florida Statue 86, requiring the landlord to comply with the lease, if he doesn't pay your rent to the court untill he does.
