Can a brokers real estate commission be deducted from the security deposit?

If you are the owner of a property that has been rented, you MUST deposit the security deposit into an interest bearing account, and give the tenant the name of the bank and the account number where you are keeping his money. No deductions from the security deposit may be made, including a broker's commission. This should be paid from the first month's rent, or from your funds.
