my brother who was a german citizen passed away in 2009, he left all of his assets to my niece, including the house that I live in, my brother made the initial down payment and the property is in his name, but I made all the mortgage payments and the up kept on the home for the past 20 years and the house is paid off, do I have an legal right to this property

You have a right to a credit for the payments you made and a responsibility for rental payments that you owe on the property. You don't have a legal right to the property itself.

You have an equitable lien for the $ you spent for the time period within the Statute of Limitations of any lawsuit you start. You have no legal right to the property. Time is running.
