Legal Question in Real Estate Law in Florida

My brother has power of attorney over my moms things, he has signed over one of my moms properties to me. I live in new York but the place is in Kissimmee, Fl. What do I need to do to have it put into my name.

1. Does the POA permit transfer of title?

2. If so, you will need a deed transferring title to you filed with the County Clerk. The POA should also be filed.
