Legal Question in Real Estate Law in Florida

When buying a house. If the contract only states

"Further, should any FHA Conditional Commitment or VA Certificate of Reasonable Value vary from the agreed upon purchase price of the property, then Seller, at its sole option, may terminate the contract for purchase"

with regards to the apparisal. Is the buyer still on the hook for the contract if the appriasal doesnt come it at sales price or highter??
