Can I change the locks?

After serving the pay or quit notice and I have waited the appropriate amount of time, do I have the right to change the locks on the property and put the tenants belongings on the curb? Or do I have to file and eviction notice thru the courts?

They are holdover tenants whom you must evict by way of court proceedings.

No. Florida law does not allow self-help when it come to landlord/tenant problems. You must file a formal eviction proceeding and comply with all laws in order to avoid any liability on your part. The steps for a residential eviction are set out in Florida Statutes Chapter 83.
