If a city upgrades its building code, can it force older homes to upgrade to the new code indiscriminately?

I agree with Mr. Slater. The new code would only apply to the new permits being applied for after the date in which the new code is adopted. Any new repairs that need to be done to a property will have to be done in accordance with the latest code.
