Legal Question in Real Estate Law in Florida

I'm trying to close the account for the water and wasterwater service and I am being told it cannot be closed unless the house has a change of owner. My mother is the owner, but because of the economy my mom was laid off, she could not afford the house anymore and now the house is being foreclosed. Instead of waiting for someone to kick her out of the house, she decided to move in with family at another location. Is there anything I can do to stop this bill from getting larger than it already is and my moms credit from getting worse than it already is?

Have your mother write a letter, certified mail, that the house is vacant, the water is be turned off and no further payments will be made.
