I live in a condominium of 460 units. Our documents say to do a material alteration you need a approval of 75% of the owners. The board wants to change the roofs from tile to metal roofs. They approved and plan to change them without the necessary approval of 75% of the owners. Can they do that legally

I would consider that material. As your Board, Until they are stopped they can do what they want.
