Condo assoc. and renters

I rented out two condos before the developer turned over the association to the owner's. Now the association is telling me that they are going to tow vehicles that are not registered. To register them, there is a form that has to be APPROVED for the renters and then a $50. fee or they will start towing the vehicles. They also are going to require a deposit to the association to future renters in an amount equal to the first month's rent. Is this legal?
