condo assoc rule enforcement

Can a condo association enforce a rule and fine a homeowners for a rule that is not part of the current rules & regulations in place. Specifically the condo association is trying to enforce a rule regarding bicycles on balconies. No rule is in place in the current rules & regulations that were adopted 10/15/2008 indicating bicycles can not be on homeowner balconies.

It depends on what restrictions are in your Declaration of Condominium.
