Condo ceiling from Hell!

My condo board allowed my upstairs neighbor to put in hardwood floors without any soundproofing,which our docs call for. We only have 3/4 inch subfloors upstairs..Is there anything I can do to make them enforce the docs? Also, am I allowed to speak to the HOA attorney?..I know they are telling me lies about what he is saying about the matter.

2. Yes, but since he represents the HOA he may not want to talk to you.
