Condominium by-law enforcement

If a condominium by-law states that no pet may be housed on the property but that rule has not been enforced for at least two years can the association now decide to enforce the by-law? Or do they have to add a new amendment to the currect by-laws and re-vote on the question. This question also applies to any by-law that is not being enforced. I thank you for any help in answering this question.

They certainly can enforce it for new owners. Whether they have waived it for present owners is the more tricky question. A good arguement can be made for waiver.
