I would like to know why it's not considered extoration when a bank will not let a short sale go through if you do not sign a promissary note.

Why should a bank be required to grant you a short sale? You borrowed money from them and promised to pay back the entire amount borrowed. Now you are asking them to let you pay back only part of the amount you originally borrowed and promised to pay back and they are saying no. How do you figure that would be considered extortion?
