Is there an ordinance or law against having decorative curbing around a tree planted in the easement in Riverview, Florida?

If it impedes the easement, yes. Otherwise, there is no specific Hillsborough County ordinance or state law against it. Riverview is not a city, just an unincorporated area, so it doesn't have its own laws.
