Defective Air Conditioning and/or lack of insulation
After 3 yrs of asking for a new inside air handler or insulation in the ceiling it has finally come to the point we must install insulation at our own expense for the health of my husband. The onsite manager has given permission for us to do it but said we will not be reimbursed and they have refused to do it until they can budget the entire complex, despite my husband's coronary bypass last week and the fact that I can't bring him home to recover in an 86 degree apartment. We have tolerated the heat inside and the exorbitant electric bills for as long as we can. Do we have any recourse to be reimbursed for this expense by the management company?

Read your lease. If air conditioning is to be provided and it is not you may consider it a breach of the lease & terminate the lease or deduct $ from your rent. You cannot force the landlord to repair the system.
