Is their any difference between property taxes between investment property and second home? And will I need a cpa to help me with my income taxes? And do I need an attorney to go over the contracts of purchasing condotels?

It depends on your location, but generally speaking, the property tax of a rental property can be higher than the property tax of a personal domicile. Also, the income from the rent counts toward your income for Federal income taxes. I can't speak the cpa question; however, any time you are considering the purchase of real property, an attorney can ensure that you understand all the implications of the contracts prior to signing them.
