Can certain documents typically recorded as public record be removed from public view?

Some documents are blocked from view from public internet searches. However, they are available through other specialized search systems, like title search systems. You can also go down to the Recorders Office and get copies of items that are blocked from view.
The name of the document, recording information, and the parties are still listed. Just not the content of the document.
