easement

i have an easement to a trac of land that lets me get to my home from a county road,at the bottom of the paper work it states if in the future should another party needs access across the easementin orderto meet the requirementsof special act chapter 65-165s,that same shall be granted,what is the chapter 65-165s?

There is no way to know, based on the facts that you supplied. You will need to go to the city (building department)within which the property is located and ask to see Ordinace number 65-165s.
