We are in an agreement to rent on a month to month to potential buyers. They have until 4/21 to pass papers. They have paid the rent 2 weeks late for the last 6 months. Can we send them an eviction notice as off the 21st of March stating that if they do not pass papers on the 21st of April, that they are to vacate the premises on that day????? And do we have to pay them back the rent from the 21st to the 30th?

Not the way I read the statute. Since they are a month to month you must give 15 days notice to terminate prior to the end of the month involved which is April.
