Legal Question in Real Estate Law in Florida

My tree fell into my neighbor's yard during hurricane Wilma damaging his concrete wall and falling 90% in his yard.Who is resposible for the cost of removal of the tree and the damaged wall? As I understand the neighbor and his home owners insurance is responsible for the cost of removal of the tree and limbs as well as the repair of the wall.
